The Senior Accountant and Human Resources Manager provides oversight and evaluation of all fiscal and human resources processes and related functions for the organization. This person manages and performs all accounting related tasks including the generation of financial reports, assisting with budget preparation and initiating and preparing the monthly profit and loss statements. Responsible for administration of human resources activities including payroll, benefits, employee records and compliance. As a member of management team, the Senior Accountant / HR Manager serves as a role model and resource to all staff.

All Points Transit (APT) is a private 501c3 non-profit organization providing human service and public transportation services in four counties on the Western Slope of Colorado. APT is based in beautiful Montrose, Colorado and serves a four county region, including all of Montrose County and Delta County and portions of San Miguel and Ouray Counties.
The mission of All Points Transit is to promote accessibility and independence for seniors, persons with disabilities and the general public by providing safe and reliable transportation in our service area.

The right candidate will be a person who is committed to working with a diverse team to make a difference in their community. We are looking for someone who has the following education / experience:

  • Bachelor’s Degree or higher in Accounting
  • In depth knowledge of QuickBooks for nonprofits or similar program
  • Advanced skills and knowledge in Excel
  • Five years+ professional experience in Accounting and Finance
  • Two years+ of professional experience in Human Resource Management
  • Supervisory experience preferred
  • Must be well versed in all generally accepted accounting principles (GAAP) including working within the general ledger, payables, receivables and invoicing
  • Experience in budgeting and forecasting required
  • Excellent organizational skills with a high level of accuracy and attention to detail
  • Dependable and have proven ability to meet deadlines
  • Self starter with ability to work independently without need for constant support
  • Problem solving and analytical abilities.
  • Excellent customer service skills
  • Experience in non-profit fund accounting preferred

The right candidate will also be able to take on the following major responsibilities:

Finance / Accounting

  • Oversee and perform work in all fiscal aspects of the operation, including related computer systems and software, payroll, accounts payable and accounts receivable. Maintains all financial records and files on the network server and / or in hard copy
  • Organize and process payments, invoices and filings of all accounts payable
  • Complete monthly invoicing requirements for government and private contractors, including the preparation or verification of back-up reporting and documentation. Prepare and submit reimbursement requests to the Colorado Department of Transportation for all current operational, vehicle and capital grants within 90 days  less, per grant requirements;  Ensure appropriate allocation of eligible expenses to grants and projects.
  • Oversee and monitor internal controls for money handling procedures
  • Oversee non-profit and tax ID filings, documentation, and record retention.
  • Conduct year end closing of APT financial records and prepare materials for annual audit. Support audit process including providing and/or obtaining all needed reports and requests for information.
  • Complete month end accrual accounting activities including: Preparing and posting journal entries; Reconciling all cash accounts; Reconciling all investment accounts; Reviewing trial balances and making adjustments/corrections as needed; Reviewing, generating and distributing financial statements; Compiling, generating and distributing other fiscally related month end reports for various and ongoing programs and fundraising activities.
  • Prepare any financial statements required by the Executive Director, Board of Directors or funders for review, including monthly profit and loss budget comparison and balance sheet. Report on the financial condition of the organization as a member of the finance committee.
  • Work with Executive Director and management team to research, prepare and format annual agency and program budgets
  • Assist Executive Director with short and long term financial projections for the organization, in response to changing business climate, including new legislation and altered sources of funding.
  • Develop recommendations to optimize company’s accounting systems and procedures and detect inaccuracies

Human Resources and Compliance

  • Manage time keeping, payroll and benefits systems
  • Administer employee benefits, including workers compensation, unemployment claims, health insurance and supplemental voluntary coverage
  • Ensure employee personnel files are maintained with accurate records that meet federal, state and contractor requirements
  • Onboard new employees to meet legal and contractual requirements; perform background checks; ensure proper employee documentation – I9, W2, Motor Vehicle Records and other paperwork as needed
  • Work with Executive Director and management team to provide administrative support for all staff reporting requirements related to HR Needs and compliance reporting
  • Collaborate with management team and all staff to identify, analyze, and develop strategies to address employee relations issues. Proactively and reactively respond to employee inquiries regarding HR or regulatory issues.
  • Support the development of a high quality company culture, emphasizing quality, continuous improvement and high performance
  • Support recruiting, interview and hiring process for administrative staff, management positions and drivers as needed
  • Serve as the Drug and Alcohol program manager and Designated Employee Representative (DER): update employee master list and testing pools quarterly; educate employees on the drug testing program; ensure proper documentation for CDOT / FTA audits; collaborate with testing site to remain in compliance; ensure organizational policies are updated according to FTA requirements; other duties as required by FTA as the DER

General

  • Serve as a member of the management team and a role model to all staff

Working Conditions:
Work takes place in a typical office environment. General operating hours for All Points Transit are Monday through Friday. Availability must include extended hours, including occasional holiday, weekend or evening work or special events. Some travel for training or conferences may be required.

Compensation and Benefits:
Annual Salary: $46,000 – $50,000 per year.
